The most important point is that your residential IP, Internet environment and billing address must be consistent.
For example, if you buy an Indian Google gift card on Amazon, the IP address is Mumbai, and the network environment automatically adapts to the IP address through the fingerprint browser. Amazon's delivery address and billing address must also be Mumbai. Even if the virtual card is not delivered, if you fill in a random address, it will still be subject to risk control.

1. Recharge failed
Next, let’s start with the risk control issues encountered when recharging, which is the most common problem after purchasing a gift card:

There is no need to chat with the customer service at this time. Just click "send us details" and fill in the form. Because after you chat with the customer service, you will also be asked to fill in this form, there is no difference.
2. Fill in the form
But be careful: before you click,Make sure your network and device environment are consistent with the gift card.For example, if I buy a Turkish gift card, the IP address must be Turkish. Because when you submit the gift card information, it will include the device information. If it is inconsistent, it will most likely be reviewed by Google as a risky account and the recharge will be rejected.

3. Check the region associated with your account
Anyone who has used Google should know how to check through Google Play. However, the location of the account and the country associated with the account are not always the same. Google will comprehensively determine the "real address" of the account based on information such as the IP and device you use.
For example, if you always use a US IP most of the time, your account will be marked as US; or if you share a Turkish airport IP with others, and other people’s accounts have been marked as US accounts, Google will also identify the IP as US, and if you use this type of IP again, it will naturally be identified as a US account.
Therefore, if the location of the account is inconsistent with the region associated with the account, it will be subject to risk control.

4. Google review email

Of course, there is another possibility that Google thinks there is a problem with your gift card and refuses to correct the risk.

This situation is very troublesome, because even if you argue with the customer service, you cannot change the final review result.
Faced with this situation, I was lucky enough to be able to find the IP address that I used to buy the gift card on Amazon, so I applied for a Google account with the same IP address and matched the Google billing address with the Amazon delivery address. Only then was I able to successfully recharge the gift card into the new account.
Here is a judgment about the attribution of "risk": is it the account or the gift card?
In my opinion, the root cause of the failure to recharge successfully is the account, so the same gift card can be recharged to a new account. However, it is highly recommended not to use a problematic gift card to recharge a new account. If you have to do it, it is best to wait for 1 working day. On some third-party card sales platforms, it will be required to recharge again after 30 days.
